The water fee is not a "tax". It is money paid for a service. Clean, dependable water is not free and non-profits should pay for their fair share just like everyone else. The infrastructure projects being funded are critical to maintaining clean, dependable water to everyone in the City and suburbs.

Chicago resident - Donors Forum agrees that nonprofits should pay their fair share, which they do every day. The problem is that at least 20% of this new fee will go towards other city services, NOT to paying for upgrades in water infrastructure. That is a tax.
